  • The universal route serves Arizona-resident K–12 students eligible to attend public school. Kindergarten age and residency documents are required; separate eligibility routes also exist.
  • An ESA contract generally excludes concurrent public-school enrollment. Review the agreement before changing enrollment. Submit identity and student documents only through ADE’s official portal.

What could it support?

The adopted 2026–27 handbook lists educational software and apps. Online subscriptions must be for the contract year; shared access needs a receipt itemizing each student’s subscription. Prepare curriculum support and confirm the current documentation requirement with ADE before purchase.

Make the purchase fit the program.

Ask the funder to confirm Glow, the number of learners, the license period and the purchasing method before buying. A listed expense category does not by itself approve a specific product.

Request an individual-learner quote. Scholarship funds may cover only one student’s portion of a shared subscription.

Who receives your request?

Arizona Department of Education · ESA team

First apply for the student’s scholarship account. After an award, use the administrator’s purchase process for eligible learning resources. The Glow packet supports the purchase request; it does not replace the scholarship application.

How to submit

  1. Use the official account portal to complete eligibility, identity and enrollment questions. Upload private student documents only there.
  2. Apply for 2026–27 with the required residency and identity evidence. After approval and contract signing, use ClassWallet through the ESA portal. Prepare curriculum support, an itemized student subscription and contract-year access dates for the purchase review.
  3. Once awarded, ask the administrator to confirm the exact Glow product, license term and individual-student allocation before purchasing.
  4. Use the approved payment or reimbursement process. Keep the approval, itemized invoice and required learning records.

The State Board adopted the FY27 handbook as presented on March 30, 2026. Item 4.C links the 2026–27 text, still named Draft.Clean in the meeting archive. Pages 20–24 explain curriculum support, educational apps and itemized student subscriptions. General supplemental-material documentation remains conditional on law or court orders; check ADE’s current instructions.

ADE accepts applications year-round and reviews complete applications within 30 days. Funding begins in the quarter the contract is signed. After approval, access ClassWallet through the ESA portal for payment or reimbursement. The current FAQ asks for curriculum support for supplemental materials; confirm what ADE needs for the proposed Glow purchase.
