Florida PEP funding: check eligibility and education app expenses

Understand Florida’s Personalized Education Program, its application timing and purchase documentation before budgeting for reading, math or educational apps.

KEY POINT

Confirm PEP enrollment and the current purchasing rules before spending. Educational apps appear in the purchasing guide, but the specific expense and documentation still need to qualify.

Florida families considering education funding should distinguish a scholarship application from a product purchase. The Personalized Education Program, or PEP, has its own enrollment process, responsibilities and expense rules. Choosing a reading or math app comes after understanding that program structure.

Confirm the program and application year

PEP is part of the Florida Tax Credit Scholarship program and serves eligible students who are not enrolled full time in public or private school. Step Up For Students’ 2026–27 handbook explains that PEP students register with a scholarship funding organization, while Florida home education students register with their school district. These are distinct arrangements.

On October 29, 2026, the official program page states that 2026–27 applications are closed and invites families to receive updates for 2027–28. Existing families should use their account and current handbook for their next required steps. A general article about homeschool funding should not be treated as an open application notice.

Match the resource to an allowed expense

The current PEP purchasing guide includes educational applications among digital instructional materials. That category is a starting point for checking a purchase. It does not establish approval for every app, subscription bundle or account arrangement.

Before paying, identify the exact product, access period, price and intended student use. Ask the scholarship administrator how the proposed expense should be submitted and what supporting information is needed. If a subscription includes several subjects, explain which resources the student will use rather than describing the purchase only as a membership.

Write a practical learning purpose

Describe the current instructional goal in plain language. For example, a family might want practice that connects addition facts with ten-frame models, or reading activities that revisit spelling patterns already taught. These are planning examples you can adapt to your child’s actual instruction.

Explain where the resource fits in the week and what the adult will do. A short digital activity could follow direct teaching and be checked later with paper or physical materials. The purpose is to choose an appropriate tool and explain its use, not to promise a particular learning gain to obtain reimbursement.

Prepare the receipt before you need it

The PEP handbook lists documentation for instructional-material purchases, including item details, the full purchase date, amounts and proof of payment. Read the applicable category before purchasing so you know what the seller needs to provide.

An organized purchase record can include the quote, product description, receipt, access dates and any administrator correspondence. Keep your own note about the instructional purpose alongside those records. Submit personal documentation through the administrator’s official system rather than sending learner records to a product’s sales inbox.

Check renewal and account arrangements

For any recurring subscription, record the next billing date and renewal price. Confirm the account belongs to the responsible adult and that the license covers the intended use. Ask how multi-child access or a shared subscription should be documented; do not submit the same charge against multiple students without an approved basis.

If considering Glow, review its app descriptions and sample lessons, then seek confirmation for the specific purchase. Keep a non-digital activity available so a funding decision or account setup does not interrupt instruction. Recheck the current handbook and purchasing guide when a new scholarship year begins.
