Who can apply?

Public / charter school or teacher
  • State and local educational agencies administer this formula-grant program.
  • A proposed purchase must fit the local plan, spending rules and district procurement process.

What could it support?

The technology-infrastructure limit is 15% of the effective-use-of-technology portion, not the whole award. Federal guidance includes software and digital instructional resources. Ask the district to classify the exact purchase and review its plan and budget.

Make the purchase fit the program.

Ask the funder to confirm Glow, the number of learners, the license period and the purchasing method before buying. A listed expense category does not by itself approve a specific product.

Who receives your request?

Your district’s Title IV-A coordinator or Federal Programs Director, with your principal

This is a district budget request. A teacher sends the proposal to the district; the district manages the federal application and purchasing process.

How to submit

  1. Find your district’s official staff directory and look for “Title IV-A,” “Federal Programs” or “Grants.” If no contact is listed, ask the principal or district office to identify the budget owner.
  2. Confirm the recipient’s work email and the district’s required request form. Send your proposal and itemized quote through that email or internal purchasing system.
  3. Ask the coordinator to review the school plan, expense classification and budget availability. Include technology, accessibility and privacy review when required.
  4. Wait for written purchasing approval before ordering. Keep the approved request, purchase order, invoice and implementation records together.

  • Student Support and Academic Enrichment program (opens in a new tab)

Title IV-A supports well-rounded education, safe and healthy learning environments, and effective educational technology through state and district funding. It is not an individual teacher grant. Ask your district’s federal-programs coordinator whether the Glow project fits its approved activities, spending rules and available budget before requesting a purchase.

  • Federal guidance: technology spending and district applications (opens in a new tab)

The federal program page links this guidance. Pages 12, 32 and 37 explain district applications and the 15% technology-infrastructure limit, including software and digital resources. Districts receiving at least $30,000 must reserve at least 20% each for well-rounded education and safe, healthy students. These rules require district review of the proposed purchase; they do not approve Glow.

  • State administration example: Pennsylvania (opens in a new tab)

Pennsylvania describes district allocations, needs assessment and spending categories. The technology-infrastructure cap applies to the effective-use-of-technology allocation, not the entire grant. Your district must classify the proposed expense.

  • NCES district directory (opens in a new tab)

NCES provides a public-school district directory, including district identifiers and contact details. Use it to locate your district, then check the district’s own staff directory for its federal-programs coordinator. Send the proposal through the district’s verified work email or purchasing system; NCES does not receive funding requests.
